Your Instructor

Kelvin L. Solco is a retired FAA Senior Executive with over 43 years of transportation and government experience. As the former DOT/FAA Southwest Regional Administrator, he represented more than 4,600 employees across Texas, Louisiana, Arkansas, Oklahoma, and New Mexico.
In his prior role as FAA Southwest Region Airports Division Manager, Kelvin oversaw 490+ commercial and general aviation airports and managed over $400 million annually in Federal Airport Improvement Program funding. A native of Port Arthur, Texas, he holds a BS in Civil Engineering from Prairie View A&M University, an MBA from LeTourneau University, and completed the Senior Executive Fellows Program at Harvard University’s Kennedy School of Government.
